The Richland County Regional Planning Commission operates under the provisions of Section 713.21 & 713.23 of the Ohio Revised Code.   The Commission represents a widely diverse cross section of the governmental, business and civic leadership of Richland County.   The "region" served is all of Richland County including its municipalities and townships.

The Commission employs a staff of professionals and technicians to undertake a variety of programs and projects, including:

LAND USE PLANNING: The RCRPC is responsible for the development and administration of the Richland County Subdivision Regulations. The Commission also provides assistance, advice and recommendations to municipalities and townships concerning their zoning and subdivision matters.

TRANSPORTATION PLANNING: The RCRPC is a Metropolitan Planning Organization responsible for the transportation planning program in Richland County.  This planning program is a prerequisite for Federal and State financial participation in most transportation projects within Richland County.

The RCRPC assists the Richland County Transit Board, administers the Community Development Block Grant Program for Richland County which funds community projects to benefit the low and moderate income persons, and acts as a liaison for the State Issue 2 infrastructure funding program.

The Commission oversees the County Revolving Loan Fund that assists small businesses in financing their job creating projects, administers the County Enterprise Zone Program that provides tax incentives for business expansions, and maintains a cooperative relationship with various Richland County Development organizations and partners.

Other community resources include aerial photos, maps, traffic counts, demographics and zoning information.
