Commissioners’ Message
Welcome to Richland County, located in north central Ohio, and home to nearly 121,000 people.  For those visiting us, Richland is a tourist and recreational hub for north central Ohio based in large part to several state parks, multiple motorsports’ tracks, Ohio’s first ski resort (Snow Trails), the Kingwood Center Gardens, and an 18.4 mile bike trail built on the former railroad of the Baltimore and Ohio Railway.  Our largest city, Mansfield, is home to the Ohio State Reformatory, a world-renowned historic site that serves as a location for major motion pictures such as The Shawshank Redemption while also playing host to popular “ghost tours.”

Richland’s special geographic location makes us an attractive place for the private and public sectors.  Publicly traded businesses such as the Gorman-Rupp Company, and the Air National Guard’s 179th Airlift Wing are strategically located in the Mansfield Industrial District.  Halfway between Cleveland and Columbus, Mansfield is within a day’s drive of half the United States and Canadian populations.  US Route 30 and Interstate 71 are easily accessible to anyone within the city.

Postsecondary education also plays an important part in the Richland community.  North Central State College and The Ohio State University at Mansfield have a combined enrollment of over 4,000 students.  They offer anything from Bachelor’s and Associate’s Degrees to trade certifications.  North Central State College’s James W. Kehoe Center for Advanced Learning houses a nationally recognized Integrated Systems Technology laboratory and the regional Advanced Manufacturing Tool & Die Center, as well as an Enterprise Ohio Network’s Skillsmax Center.

For those of you unfamiliar with what we do, the commissioners are the administrative body for Richland County.  We are the budgeting, taxing, contracting, and appropriating authority for the County, which includes administering Richland’s $35M operating fund known as the “General Fund.”  We also oversee 9 County Departments:  Building Codes, Dayspring, Maintenance, Job & Family Services, Child Support Enforcement Agency, Wastewater, Dog Warden, Emergency Management Agency, and Human Resources.  Please contact our office should you have any questions.  We are eager to assist you, and thanks for stopping by.
