INMATE VISITATION 

 

The Richland County Jail shall permit inmates to have visits with individuals under conditions consistent with the safety and security of the facility. Secure visiting areas are provided to physically separate the inmate and the visitor with capability for two-way conversation by video visitation. All visits are monitored by the corrections staff and shall be audio and video recorded for safety and security reasons.

 

Visitors shall enter the Richland County Jail through the Visitation Lobby located on the southwest corner of the building. All visitors are subject to security controls that have been established by the Richland County Sheriff's Office.

 

NO contraband or weapons are allowed to enter the building. NO purses, bags, coats, weapons, tools, food, drink, cellphones, electronic devices, or any of the likeness will be permitted in the lobby area.  These items will be left on the coat rack in the lobby. Richland County Jail is not responsible for items left or stolen from the lobby area.

 

Visitation hours are as follows:

ON-SITE: Monday-Friday, 7am-11am, 12pm-4pm, and 5pm-10pm.

OFF-SITE: Sunday-Saturday, 7am-11am, 12pm-4pm, and 5pm-10pm.

 

Visitation Process – Rules and Regulations

 

  1. Visitors must schedule online by logging into www.icsolutions.com or by using the visitor register station located in the vestibule of the Jail Lobby – 73 E. 2nd Street, Mansfield, Ohio. 
  2. All visits are twenty minutes in length and visitors may schedule visits up to 2 weeks in advance but must schedule them at least 24 hours prior to the visit.
  3. Visitors have the option to do one free, twenty-minute off-site visit per week and an unlimited number of off-site (only) visits with a $5.00 fee per twenty minute visit.
  4. Off-site visits can be conducted via a computer with a camera or a mobile device with a camera.  The visit will have difficulties if not used through Wi-Fi.
  5. On-site visits are completed at the Richland County Jail. 
  6. Visitors are required to log in to the kiosk/device and enter their confirmation code. 
  7. There will be a maximum of two visitors per inmate with one of the two visitors being an adult.
  8. All adult visitors shall provide VALID identification (ex. DL, ID card, JMS, etc.). Visitors MUST be able to provide a VALID photo ID.
  9. All on-site visitors are subject to be searched.
  10. Visitors can be logged into their visit five minutes prior to their visitation start time (this will not start the visit early). A grace period of ten minutes is provided after the start of the scheduled visit for the visitor or inmate to arrive (late) for the visit, however, the scheduled time will remain (ex. if visitor/inmate is late by nine minutes to the scheduled visit, there will only be eleven minutes left for visiting).
  11. Visitation may be canceled or restricted and visiting privileges suspended under the following circumstances:
    • The visitor represents a clear and present danger to the safety and security of the jail or it is in the best interest of the jail.
    • The visitor has a history of disruptive conduct at the jail.
    • The visitor is under the influence of alcohol or drugs.
    • The visitor refuses to submit to a search or show proper identification.
    • Visiting restrictions have been placed on the inmate for reasons involving discipline or security.
    • Any type of disruptive behavior will not be permitted.
    • Proper attire is always required. Shoes and shirts must be worn; suggestive clothing, see-through fabrics, halter or tube type tops, short shorts and miniskirts will not be permitted.
    • Visitors will not visit inmates they are not scheduled to visit. If you visit an inmate whom you are not scheduled to visit, you will lose visitation privileges for (90) days. 
    • Persons believed by substantial evidence to have a potentially detrimental effect on the inmate or to constitute a threat to the security of the jail will be excluded from visiting an inmate.
  12. Visitors and inmates shall acknowledge and agree to the following rules prior to their visit. 
    • All personal visits are subject to monitoring and recording.
    • Valid address and contact phone number must be used and are subject to verification.
    • Visitors 18 years of age and older must register and possess a valid picture ID.
    • Visitors under the age of 18 must be accompanied and supervised by an adult.
    • Visits must be scheduled at least 24 hours prior to the visit and up to two weeks in advance.
    • Appropriate dress is always required.
    • You will not be allowed to visit under the influence of alcohol/drugs.
    • Any person whose behavior is disruptive during a visit may have the visit canceled and visitation privileges suspended. 
    • If an inmate is in ANY program (at court, on work assignments, attorney visit, classes, etc.) they are NOT eligible to receive the visit during that time.
    • Remote visitors are required to download the Visitor ICS app and test prior to the visit. 
    • To schedule off-site visits, visitors will need to have at least $5.00 in their account – to add funds, log into www.icsolutions.com or call 888-506-8407.
    • If you cancel your visit or if the visit is canceled by the Richland County Jail prior to the start of the visit, the $5.00 will be returned to your account. 
    • No refund will be issued for missed visits. 
    • Internet connectivity issues during off-site visits will NOT be refunded. 
    • Richland County Jail staff can cancel, deny, or change a visit at any time at their sole discretion.
