When is my payment due?
Payment in full is due no later than five (5) business days from the date of issuance of the buyer's certificate.
What form of payment does Richland County accept for the Surplus Property Online Auction?
PAYMENT MUST BE MADE ONLINE. To make online payment, log into your GovDeals account and select "My Bids". Please follow the instructions there.
When do I have to pick up the item(s) I purchased?
All items must be removed within ten (10) business days from the date of issuance of the buyer's certificate, unless otherwise discussed and agreed upon with the agency where the item is located. Purchases will be released only upon receipt of payment.
Who do I call to schedule removal of the item(s) purchased?
Please refer to your Buyer Certificate that was provided to you via email by GovDeals; the contact name, phone number, email and location are all listed.
When will I receive the title for the vehicle I purchased?
The agency that possesses the item(s) completes the title transfer section of the existing title upon pickup of the item. The buyer is responsible for completing the title transfer process. Open titles cannot be issued. Also, The Richland County Board of Commissioners does not issue replacement titles.
Will I be charged tax when I pay for the item(s) I purchased?
The Richland County Board of Commissioners is not responsible for collection of taxes. Buyers will not be charged tax at the time of payment for the item(s) however; buyers may be subject to payment of State and/or Local sales and/or Use Tax. Buyers are responsible for contacting the appropriate tax office, completing any forms, and paying any taxes that may be imposed.
Where do I get temporary tags?
Contact the agency that possesses the vehicle for information on the nearest location to their facility.
Please be advised that all Richland County offices will be closed on the following holidays:
• New Year's Day
• Martin Luther King, Jr. Day
• Presidents' Day
• Memorial Day
• Juneteenth
• Independence Day
• Labor Day
• Columbus Day (select offices)
• Veteran's Day
• Thanksgiving Day
• Day after Thanksgiving (select offices)
• Christmas Day
• Any day designated as a holiday (but not a day of mourning) by the Governor of Ohio or the President of the United States
Observance: In the event that any of the aforesaid holidays fall on Saturday, the Friday immediately preceding the actual holiday shall be observed as the holiday. In the event that any of the aforesaid holidays fall on Sunday, the Monday immediately following the actual holiday shall be observed as the holiday.
